Nomination and engagement of Eric Faust as General Manager ILCA

I am pleased to announce the nomination and engagement of Eric Faust as General Manager ILCA.

At the last World Council meeting in November 2011 it was decided to engage a “General Manager ILCA”, which combines the two originally foreseen separate positions of “Operation Manager” and “Events and Development Manager” into one.  The new General Manager ILCA will be fully responsible of all operations of ILCA as well as of the ILCA office. He will work closely with Jeff Martin, Executive Secretary ILCA, and report directly to the Class President.

Eric Faust has a Master degree in Business Administration from the University of Texas at Austin. He is currently the Executive Director of the International J/24 Class Association. Since 2005 he has also served as Vice Chairman of the North American Laser Class Association.

By his education and experience Eric is ideally suited for the position. He will start in this new function on May 15^th 2012.

I wish Eric all the best and a lot of satisfaction in his new function.

IC320: World Laser Radial Youth & Men's Championships 2012 open for Application

The World Laser Radial Youth Championship 2012 and World Laser Radial Men's Championship 2012 are now open for application. Sailors wanting to attend either championship must submit an application as soon as possible and before the application deadline of 17th May. Sailors who do not apply by the 17th May stand very little chance of being able to attend.

For 2012 the championships will not be a mandatory charter.  40 charter boats for each championship will be available through ILCA by application through the ILCA web site.  Allocation preference will given to sailors from outside Europe.  

Important Dates for both Championships:

1. Close of applications for initial allocation of places and charter boats:

2. Ranking of applications by National Laser Associations:
# 28 March until 1 April.

3. First round of place and charter boat allocation starts:

From now on it is possible to register for the 2012 Delta Lloyd Regatta.

This year the Delta Lloyd Regatta will take place from Tuesday 22th until Saturday the 26th of May in Medemblik, the Netherlands. During this week participants from all kinds of different Olympic sailing classes will compete against each other. This year the event will celebrate its 28th anniversary.

From now on it is not only possible to register for the Delta Lloyd Regatta 2012 itself, competitors can also book an accommodation from now on.

IC312 – New Laser 4.7 Category at the 2012 Laser World Masters Championship 16th December 2011 NEW Laser 4.7 Category at the 2012 Laser World Masters Championship At the recent World Council meeting the Council unanimously agreed to  “Introduce a 4.7 category at the 2012 Masters World Championship.  The category will be open to male and female sailors from all age categories.  The entry for the 4.7 category will be open instead of allocated by country (this means that 4.7 entries will be in addition to the allocation of places for the Laser Standard and Laser Radial and without limit). The results of this trial introduction will be evaluated by the World Council after the regatta to determine if a 4.7 division should be included in future events.” The Notice of Race has been changed to accommodate this.  Sailors wishing to enter the 4.7 category 2012 Laser World Masters Championship in Brisbane, Australia 9 to 17 March may do so by making an application on the ILCA Laser World Masters 2012 event mini site:  http://events.laserinternational.org/en/events/overview/100z65 In addition each application from a Laser 4.7 sailor must advise the ILCA office that they have made an application and wish to sail with a 4.7 rig by emailing office@laserinternational.org  with the subject heading “4.7 Masters 2012 Entry”.  A limited number of charter boats will available specifically for the Laser 4.7 category initially for sailors from outside Australia .  Applications for a Laser 4.7 charter boat shall be by email direct to office@laserinternational.org with the subject heading “4.7 Masters 2012 Charter” Jeff Martin Executive Secretary

There is just over 3 weeks left to make applications for entry to the 2012 World Laser Masters, World Laser 4.7 Youth and World Laser Standard Junior Championships.

Please can all National Laser Class ask any of their sailors who may be interested in attending any of these championships to complete the relevant application form on the ILCA website urgently.  If possible, please publish this information on your website and send an email to any sailors from your country that meet the age criteria for each championship.

Please ensure that your sailors are aware that if they do not apply by 10th January 2012 have very little chance of attending these championships.

The deadline for receiving applications for entry is 10th January 2012.

IC306 Clarification on the vote of the Fundamental Rule Change 19 September 2011

Dear Laser friends,
Next Friday September 23 is the deadline for the vote on the fundamental rule change. The importance of this rule change triggered a lot of discussions between the Laser sailors and on the different web forums. These discussions were very healthy and contributed to a better understanding of all the different issues involved. Personally, I kept a certain restraint in order to allow an as free discussion as possible. For those who want to refresh their memories on the reasons of the rule change can go to http://www.laserinternational.org/rules2011 .
 During the last few weeks, however, a certain number of issues were brought up
, which need clarifications:
1. The whole issue started when ILCA was advised by Global Sailing, who purports to be representing Kirby’s interests, that as per July 11 2010 they had terminated the license agreement with Laser Performance Europe. ILCA is not a party to these agreements and does not even know their exact content. Therefore to pretend that the purpose of the rule change was to terminate the royalty payments to Global Sailing is not correct. The only reason of the rule change is to assure the supply of a sufficient quantity of new Laser boats compliant with the ILCA Class Rules available in Europe and other countries in 2011 and beyond to satisfy the demand of its current and future ILCA members. 
2. We understand that currently negotiations might be under way between Bruce Kirby and Global Sailing for Bruce to get his rights back. Under the current ILCA Class Rules a valid builder agreement is required between the “design rights holder” and the licensed Laser builder. Who the owner is of the design rights is unimportant in this context. Since the licence agreement with Laser Performance Europe has been terminated, only a new (or the renewal of the old) licence agreement between the “design rights holder” and Laser Performance Europe would solve the issue and potentially make the rule change unnecessary. We have informed all parties involved (Global Sailing, Bruce Kirby and Laser Performance Europe) of that and have asked them to inform us if they had come to a new agreement. This has not been the case up until today.
3. ILCA has always preferred a peaceful solution. If all three parties are close to agree on a solution, we will not stay in their way and give them reasonable time to conclude their negotiations on a new licence agreement with Laser Performance Europe.

If you want to preserve the Laser Class in its current set-up you need to vote YES. If you vote NO the Class in its current set-up will soon cease to exist.
